If developing your story is hard for you and you're constantly struggling with writing ideas, does it mean you're not meant to be a writer?

Is it hard for you because you don’t know what you’re doing or because you want it to be a story worth reading. If the latter, you’re on the right track. If it wasn’t hard, everyone and their dog would be doing it.
