If the author is charged, rather than paid for, his/her manuscript, it is a “vanity press” operation. That publisher doesn’t expect the book to make a profit.
Repitable publishers “pay” authors for the rights to produce books from submitted manuscripts. They plan to profit from a percentage of the purchases of readers and library's.
