Can someone have artistic skills without any training or experience in drawing?

Sure you may not realize if haven't given the chance. Just maybe you have artistic skills not yet discovered. Maybe you come from family of technical people or those not even artistically talented did not introduce you to creative world. Go try something new if practice it once you enjoy it sure you can become artistic. Go look up tutorial and give it a try you never know your potiental.
