Is it possible for someone to improve their programming skills even if they do not have a natural aptitude for math or logic? Can anyone learn how to program?

I would say that your programming would improve if you practice writing detailed instructions for a person to follow to perform a task. Isn't that all programming is? The problem is most documentation appears to be written by authors without natural aptitude for math or logic.
