Are there any programs or tools available for practicing public speaking and improving oratorical skills?

The best tools I know for practicing public speaking are the 3 Ps: Prep, Practice, and Perform

Preparation: knowing your topic isn't enough, because being an expert should make you cautious about speaking too long or talking above the head of your particular audience. So other than being knowledgeable about the topic, your prep should include an analysis of your audience, as well as ensuring your language is plain and not full of jargon.

Practice: Your practice sessions should be in an area as close as possible to the environment where the real deal will take place. You should also do sessions in front of a mirror. Record your sessions, and listen for a pace that is either too rapid or too slow. Exorcise all the uh...and ums... from your vocabulary. These pesticides will stamp ignorant and unprepared all over your face for the whole audience to see.

Performance: If you have been successful with the first 2 Ps, then that will make your performance easy. Remember that your mind has one job and that is to keep you safe. Therefore, it's normal to be nervous, this is your brain trying to protect you. Prove to your brain in the first few minutes that you've got this! You are prepared and you know what you're doing. Once your brain is assured of your confidence, listening to you calmly talking to your audience in a conversational and professional tone, your nerves will rest. And finally, remember you are speaking to other human beings, most of which would never be brave enough to do what it is that you are doing.

Blessings!
