According to Proverbs 28:2, when a country is rebellious it has many rulers but a man of understanding and knowledge maintains what?

Sometimes by rebellion that the land will commit against the ruler, and they think of removing from themselves the yoke of the ruler, many tyrannical ministers will arise, and they all rule and pressure the population. Only if a man is found who understands the machines of justice and who can then stop the flow of rebellion, then he will bring a cure to this disease of rebellion.
