There are more qualified people to answer this question. I'll share what I've learned. I was truthful to a fault. I would spew truths that were hurtful. I had no filter. Now I tend to speak truths when necessary, and sometimes just stay silent. The Bible says a lot that I'm still learning.
Having been told the truth, that I need to speak the truth with love.
Ephesians 4:15 but, speaking the truth in love, may grow up in all things into Him who is the head—Christ—
Seeing errors in people I care about, wondering if I should or should not say anything.
James 5:19-20 Brethren, if anyone among you wanders from the truth, and someone turns him back, let him know that he who turns a sinner from the error of his way will save a soul from death and cover a multitude of sins.
How to turn someone back in a loving way is the question here, so I remember how king David was turned back to God, in 2 Samuel 12. Nathan spoke truth to David…told him a story of wrongs done, and David was angry and wanted this evil doer dead. 2 Samuel 12:7 Then Nathan said to David, “You are the man!…”
Oh, but we must be careful, and know ourselves, check out motives.
Proverbs 27:19 As in water face reflects face, So a man’s heart reveals the man.
Also know that you don't carry the same issue inside yourself. Jesus did tell us
Matthew 7:5 First remove the plank from your own eye, and then you will see clearly to remove the speck from your brother’s eye.
2 Timothy 2:15 Be diligent to present yourself approved to God, a worker who does not need to be ashamed, rightly dividing the word of truth.
2 Timothy 2:24-26 And a servant of the Lord must not quarrel but be gentle to all, able to teach, patient, in humility correcting those who are in opposition, if God perhaps will grant them repentance, so that they may know the truth, and that they may come to their senses and escape the snare of the devil, having been taken captive by him to do his will.
Proverbs 8:6-11 Listen, for I will speak of excellent things, And from the opening of my lips will come right things; For my mouth will speak truth; Wickedness is an abomination to my lips. All the words of my mouth are with righteousness; Nothing crooked or perverse is in them. They are all plain to him who understands, And right to those who find knowledge. I know you asked if it's in the Bible that you should speak the truth all the time no matter what. I haven't found that directly, but I have understood that the truth will set you free. I also read in the Holy scriptures That God Cannot Lie. We are to walk in this world as in His image. I read lies are unrighteous, and the truth is righteous. I believe whole heartedly that the scripture tell me to not open my mouth, unless Edifying, loving kindness and truth are said.
