Are online IT certifications valued as much as in-person ones by employers?

I think I understand what you're trying to ask but no. Most North American hiring managers rarely if ever bring up paper certification. Certs have a very poor track record between theoretical learning and actually performing your job, so we generally ignore certs.

Please remember this old adage when it comes to certification: “Certs are worth more to those without them than to those who do.”

Good luck and take all the certs you feel you need. I will ignore them all.
